Privacy Policy

How the Enugu Geographic Information System Property Information System handles personal information.

Last updated: September 25, 2026

This policy applies to the ENPIS mobile application and the PIS web portal used for Enugu State property administration. It covers staff, enumerators, property users, and people whose property information is recorded during authorised field operations.

Information we collect

  • Account details such as name, email address, phone number, user ID, role, and password.
  • Identity and work information such as NIN, tax ID, employment or institution details, staff ID, profile photograph, and identity-card image.
  • Enumerator payment information such as bank name, bank code, account number, and verified account name.
  • Precise foreground location used for maps, task proximity, field submissions, bill distribution, and enforcement records.
  • Photographs and files selected from the device or captured for property, delivery, enforcement, profile, and field-work evidence.
  • Property and resident information, including addresses, property identifiers, ownership or contact details, billing status, and field observations.
  • Task activity, submission status, device details, app preferences, and push-notification tokens.

How we use information

  • Authenticate users and provide role-based access.
  • Support property enumeration, search, billing, distribution, enforcement, and change requests.
  • Verify enumerator bank-account information and administer authorised stipend payments.
  • Provide maps, directions, offline submission queues, and location-backed task evidence.
  • Deliver account, task, security, and operational notifications.
  • Protect the service, investigate errors, prevent misuse, and meet legal obligations.

Sharing and service providers

We do not sell personal information or use it for third-party advertising.

  • Authorised Enugu State agencies and personnel responsible for property administration.
  • Cloud hosting and storage providers that operate the application and retain submitted files.
  • Google Maps and Mapbox for mapping and geospatial features.
  • Expo and Firebase services for app delivery and notifications.
  • Monnify for bank-list retrieval and account-number verification.
  • Payment processors selected in the PIS web portal when a user initiates a property payment.
  • Authorities or professional advisers where disclosure is required by law or necessary for security.

Device permissions and local storage

Location, camera, photo-library, notification, and biometric permissions are requested only when a related feature needs them. Users can change these permissions in device settings. Saved sign-in credentials use the device operating system's secure storage. Operational records and pending submissions may be cached locally until they are uploaded or removed.

Security and encryption

Production services are configured to transmit information over HTTPS/TLS. Access is authenticated and limited by assigned roles, and passwords are not stored as readable text on the server. ENPIS does not claim end-to-end encryption. See the Security and Encryption disclosure for more detail.

Retention and deletion

We retain information for as long as necessary to operate the service, maintain government property and financial records, resolve disputes, and satisfy legal or audit requirements. Retention periods can differ by record type. Local data may remain until synchronisation, sign-out, app-data clearing, or app removal. See Account and Data Deletion to make a request.

Your choices and rights

Subject to applicable law and government-record obligations, you may request access, correction, or deletion of personal information. You may also withdraw optional device permissions. Contact info@engis.en.gov.ng with the account email and enough detail for us to verify and process the request.

Children

ENPIS is intended for authorised adults and is not directed to children under 18. If information about a child is submitted in error, contact us so it can be reviewed and handled appropriately.

Changes to this policy

We may update this policy when the application, service providers, or legal requirements change. The current version and effective date will remain available at this URL.
